Hi Friend, In order to turn on the wireless switch on Dell Latitude D510 laptop you have to press and hold the "Fn" key in blue color and then press the key "F2" for once and then release both of them. It will turn on the wireless switch of the system

If the characters at issue are the UIOPLKJM then press Fn + Numlock to turn it off

Dell Latitude D510 - Turn on Radio for WiFi
This can be found in a couple of areas. Under Computer Management, make sure Wireless Zero Configuration is set to enabled. Also under Network Connections, make sure that the network adapter is showing as enabled, and is not disabled. This can be done by right clicking on the network connection and clicking enable.

This issue sounds like you may need to explain to her that the network cabling needs to be changed around so that the router recognizes the cable modem, and than she should be set.
