SOURCE: i have a uniden bc340crs scanner how do i get

http://www.radioreference.com/ is the absolute best source there is.

Go there, and click "Database" in the top nav-bar. It will guide you through picking your state and county, or you can enter your ZIP code to pick your location. Once there, it will have tons of frequencies for anything that's publicly available in your area.

I need to know more about my uniden bearcat bc340crs. how to program ? can i pick up cell phones?

Go to http://www.uniden.com/content/ebiz/uniden/resources/ownersmanuals/BC340CRSom.pdf to download a PDF version of the user manual. No, you can't pickup cell phones. Be careful it is illeagle to listen to cell phones or encrypted communications. Todays cell phones are no longer Analog, they are digital and can't be monitored. Have Fun Scanning. You can find more information about scanners and frequencies at www.radioreference.com.

I cant seem to be able to program a frequencies into my scanner. I have a list of local frequencies but the numbers are to large to enter into the scanner to accept. it only holds up to six numbers but...

Frequencies in the range you mention may be part of a trunked system that your scanner cannot follow, but you can still enter and monitor the frequency. Yes, your BC340CRS will handle frequencies with up to five decimal places, as long as the last two digits are 25, 50, 0r 75 (see page 16 of the BC340CRS Owner's Manual). The best programming instructions for your scanner are also in that manual. If you don't have a copy, you can download and print it, at no cost, here:
http://www.uniden.com/pdf/BC340CRSom.pdf

Here's a link to the manual for the UBC175XL. It shows the Australian frequency bands, but programming and operation are identical to your scanner.
