Am unable to find a reference to Error 13 for your machine so it may be something that needs to be addressed by a technician. You can try Singer Support:

If the stitch problem is on top, it is a bobbin problem, and if it is on the bottom, then it is a problem with the top.
Try rethreading your machine completely. Make sure that the tension is set correctly.
If rethreading doesn't work, then try adjusting your tension, a little at a time, till you can find something that works.
If none of the above works, try changing your needle to a fresh one. And do your sample stitching on a medium weight fabric. Very sheer fabrics can be problematic without sewing machine problems. Good luck with your machine!
If it is bird nesting, most likely your upper tension is off. First, make sure that when you thread the upper thread that you FIRST RAISE THE PRESSER FOOT. That allows the thread to seat properly in the tension disks. Test your machine. If it is still happening, then you probably need to tighten the upper tension. The re-test and adjust until the upper and bobbin threads are meeting where they should.
Oh, yeah, one more thing. Have you tried putting in a brand-new needle?
