When you see "No bootable device" in Toshiba, one of the possible reasons is your computer doesn't have the properly boot order, so your system couldn't find the proper boot device when starting. To fix the problem, you should set the boot order correctly.

A "no bootable device" error on your Toshiba Satellite means the laptop can't find your operating system, usually due to a loose hard drive connection, incorrect BIOS settings (like Boot Mode: UEFI/CSM, or boot order), a corrupted MBR/OS, or a failing hard drive. Start by checking the BIOS (F2 key) for your hard drive, resetting defaults, and adjusting Boot Mode/Order; if that fails, perform a hard reset (power drain) and check/reseat the drive, or consider replacing it if faulty.
Step-by-Step Troubleshooting

If comfortable, open the laptop, disconnect, and firmly reconnect the SATA cable and power connector to the hard drive. A loose connection is a common culprit.

If the drive isn't detected in BIOS, it might be failing. Run the built-in Toshiba diagnostics (often F12 or Esc during boot) or use a bootable Windows Recovery/Linux USB.
If the OS files are corrupt, a Windows repair or reinstall might be needed.

On the HP System, you'll need to press the escape key as the system is starting up, and then hit F9 to get to Boot Device Options. Once there, you can set the boot order. After you've set the boot order, you'll also need to make sure that you have bootable files in the device that you've selected as the first boot device.
For example, if you've set the first boot device as CD-ROM drive, and the second is the Hard Disk Drive, then you'll have to make sure that there's a bootable CD/DVD in the drive when you start the system. If no bootable files are found on the first boot device, it'll automatically check the next boot device, which is the Hard disk and start booting from the Hard disk.
The PE26x0 series was many server-line generations ago,
thus booting from USB devices was not available at that time, thus it
will not work today either. This includes USB based bootable devices
(i.e. bootable USB key, DVD ROM..etc).
Even with the latest BIOS A21 for the PE2650, there is no support for bootable USB devices.
Have you ensured the Lacie HDD is bootable? IMC, external drives that does not contain boot files or not-formatted in bootable mode cannot boot your device.
Try formatting your Lacie drive into bootable mode. Right click -> Format -> Check "make device bootable" and click start. THis shoudl help.
solving of problem of a bootable device has not been detected. Please refer to the product guide at http://support.intel.com/support/motherboards/desktop/
It is asking you for a bootable drive or device.
Your windows OS is your main bootable device, if it is not booting, you must have a error in your windows installation.
Other bootable devices can be your Windows CD, or a USB drive with some bootable media on it.
Try tapping F8 when you turn your PC on, it will give you the option to boot into safe mode, or may also give you repair / restore options.
Try booting into safe mode and do a system restore
When a computer is powered on, the BIOS ("basic input output system") has only a few commands available to it, and the main one is to search for a "boot device" - a storage device which contains "bootable files". The first device it finds with "boot records" is used to load the operating system.
Usually this is the C drive, but could also be a floppy, USB flash memory, or CD.
In order to get the boot records onto a device, a special option must be used when the device is formatted. This boots the boot records in a place where the BIOS knows to look for them.
So, a bootable file (or "bootable device") is a storage device which has been set up with these boot records.
