The motor is running but the blades do not go around. Model S9855W you most likely have a broken drive gear. I am not sure if this brand makes replacement parts, many small shredders do not have parts

The motor runs but the cutters do not turn. The gears are often made of plastic which easily breaks. It could have been over loaded and 'stripped' the gears.
