It appears that you have a hard disk (drive C:) drive failure. If you can boot the laptop from a CD then you need to have the hard disk drive replaced. You should have a CD that came with the computerthat has "Diagnostics and Utilities" listed under contents. You can boot from this CD.

I was alos getting the same HDD error code 0151. (However,) I could bypass it and start up windows 7, it would always go back to this error every time it restarted. I then decided to removed hard drive and connected it as an external to my laptop and reformatted drive. I also tried a known working drive. It also gave me a HDD error code of 0151. Once it thought a code of 0151 I knew it wasn't a HDD failure. So I believe resetting the bios is what actually fixed this problem.
I have re-image users desktop and is starting up just fine.
