I have power to the acc wire to the radio, but no power to the all time hot, I can't get any power to turn the radio on. I also don't have a diagram to check the fuses.

You shouldn't have any power from the acc wire. That wire is switched by the radio as an output if you had an accessory such as a power antenna or an amp.
