You'll need to call Adobe at 1-800-585-0744 and ask them to purchase Adobe Photoshop CS3, as it is not being sold anymore. However, you can purchase Photoshop CS5 from their website.
If you've already purchased it but lost the access code, you'll need to find some proof of purchase, like a receipt or the card you used to buy it or something, then call them up and request a replacement code.
