My Cursor pointer is frozen.

Question

My Cursor pointer is frozen. The arrow is frozen but if I move the mouse and it blindly finds a tab and I click it  that works but no movement of the arrow until I reboot

Does it happen on a specific application or all over your screen? Are you using a special mouse/tracking ball/pointing device? Is this a laptop or a desktop? if you use a USB "simple" mouse does it work.
Seems to me like a driver problem.
