The "PCI Device" and the "PCI Serial Port" could be a modem that lacks the device-drivers. Access: http://WindowsUpdate.Microsoft.com and do a "custom" search. When it completes, click "optional hardware updates", to see if Windows Update is offering any device-drivers for your hardware.
