Are all of the lights solid? If so you could send to Optimum Data Inc. for repair. They repair these cheap. $250.

Make sure you have the correct settings in your hyperterminal:
9600 baud (default), 8 data bits, no parity, 1 stop bits, and Flow Control (FC) = Hardware.
If still the same, try to use a known good console cable.
If still the same, try to use another machine/laptop to connect.
If still doesn't work I am afraid your console port is faulty. If it's still under warranty, you can call your reseller to have a replacement.
