A Bicycle Shop would be able to help you determine what it is and what would work better for you. There are 4 main measurements: steerer tube diameter, handlebar clamp diameter, reach (in cm) and rise (in degrees).
The threadless steerer tube style you have can also be flipped over to provide a different rise and reach. Consider that.

Are you asking about the handle-bar stem or the seat stem? You could cut the seat stem off (at the bottom), but perhaps you want to keep it for use later for a youngster who is growing.
