Basic timer will not turn the lights off - General Electric GE 24-Hour Timer, 2-Pin #15004

Open following link to identify timer, read instructions.

I test timers. Some arrive defective.

Also there is a slide switch located on side of timer that has to be set one direction or other.
Move this switch and then manually rotate dial to see how light turns on-off.
