I set the machine to wash,it began to fill and several hours layer had filled to only 1/2 capacity with the timer showing the time remaining until the total wash time was finished.  I turned it off and on again and the timer shows 4E

Any suggestions

It is possible that the inlet valve is clogged and so the water flow is restricted. You must obtain a good flow into the washer tank after the program is started.
So remove the inlet valve and clean the filter, clean the valve and set to test once again,
Since the program is delayed the program timer detects this as an error.
