i have inputed the wrong

i have inputed the wrong codes into my sim card to many times and it has locked it down....been to provider etc and no one can retrieve my contacts......can anyone help?

Your contacts were stored to your SIM card that crashed when you entered the wrong password too many times.  When you reach that point your SIM card burns out and no information can be retrieved.  If it wasn't on your phone with the new SIM card there will be no way to retrieve them.
