We have a ge cooktop (gas). even though the knobs are turned off , we can hear "tick tick" noise from one of the burners.
Unplug your cooktop for 24hrs and retest. Sometimes moisture gets into the switches under the knobs and can cause a short. If this continues after you let the unit dry out then your will need the replace the switches/or switch harness.

On your elements there is a sensor that indicates when the burner is hot. One of the burners has a short on that sensor and that element needs to be replaced.

I have a Chef 4 burner gas cooktop probably at least 10 years old. I need to replace 3 burner knobs. One works fine. Where can I find replacements? I live near Perth, Western Australia.
In the US, there is a parts distributor with locations all over the country. Their number is 1-800-482-6022. They have four of your burner knobs (part number 74001253) in stock in the Fresno, California warehouse. The cost per knob is $9.27 US. I can't say how much the shipping would be, but they use UPS and FED EX.

3 of 4 knobs do not compress to turn on gas
You must replace those controls. Cleaning or loosening them up would be temporary at best and the next time they stick it could be in the open position. Safety first...Eric

Fan Switch broke off Jenn-Air CVE3400 Radiant Cooktop
I am wondering if you just need to replace the knob then perhaps you don't need to take much apart.

Is this a knob that has an allen screw in the side that unscrews to let it come off or is it a friction fit.

If the knob is so small that you can't get it off some times wrapping a thin rag around it gives you the way to tug it off. If it is the whole switch you are fixing then I see why you need to take lots of things apart. If found the installation manual online and that might give you a clue to how it is installed in the counter to take it back out if you need to get to the insides. I am not sure what you need help with so please let me know more if this was not enough.
