It comes off, just not easily. You want to pull up with more pressure being put on one side so you allow the "teeth" holding it on there to start to come lose. Then it will come off. If you can't do it a pool professional should be able to do it for you.
I used a regular flat screwdriver -- inserted under each tooth and bent up. They take a surprising amount of bend without breaking. Just bend each tooth in turn all the way around -- then it is easy to pop off.
