I had the same problem and found no help online. Finally located the manual. Here's what is says:
Plug timer into power outlet. "C" will appear on the Digital LED.
Set current time: press the "TIME" button repeatedly to set the current hour. The dot at the bottom right of the Digital LED will appear to indicate PM hours.
Set off time: press the "OFF" button repeatedly to set the OFF hour.
Press the "TIME" button to complete the programming. Timer is now set to turn the plugged-in devices ON at dusk and OFF at the time you set.
