Sounds like you have no power. I think the display is working because of the battery back up.
Try connecting the 2 blacks from the switch box together without the timer. Turn the breaker back on and the light should come on if you have power there.
Just bought 2 of these things. I can't figure out how to set "on" either, and I have called Utilitech twice (left messages) and left an e-mail. So far, no answers. Let me know if you find a solution, or they go back to the store.l
