When I replace indides to my toilet with a 404 LG fluidmaster the water sopped coming out aroud my bowl to give it the whirlwind affect of flushing and the water just goes straight down the toilet leaving the paper behind. Did I do something wrong?

You did it just fine. the reason the water goes straight down is its a water saver, it uses less water to flush. have a good day !! mine works the same way.
