Sure, the batteries can be replaced. Some soldering is required. If you are capable, you can do it yourself or you can have it professionally done. shaveroutlet.com offers the batteries or repair service. See links below

If you decide to have it professionally done, you can simply purchase the repair service from the website and follow the instructions for sending it in to the company.

If you do it yourself, you will need toremove the two screws on the back of the shaver to remove the back cover. You will the see the batteries andwhere they are connected to the circuit board.
You may find it easy to use a modified installation technique. This is to break the tabs off of the old batteries rather that removing them from the circuit board. You can use a small flat screwdriver or similar object to do this. This allows the old batteries to be removed but leaves their tabs attached to the circuit board. You can then solder the tabs from the new batteries to the old existing tabs

You should always use the same type batteries that your shaver was designed to be used with. Your shaver was designed for use with NiCd batteries. If you have use NiMH batteries this may be causing the problem you described.
However, I would say that it is more likely that you have some sloppy solder that is bridging something that is not supposed to touch. You should check the battery solder joints on the circuit board and clean up any sloppy solder work that may be there.

Hello,

You will find a battery pack for model 6711 at shaveroutlet.com. See link below

http://shaveroutlet.com/shaver-battery-pack-for-most-norelco-more-p-278.html

To open the shaver, you will need to remove the lotion packet cover on the back revealing 4 screws. There may be a screw near the bottom also. Remove screws to take off the back of the shaver and access the insides.
For easier replacement, it is sometimes suggested that you use a modified installation technique. This is to break the tabs off of the old batteries rather than unsoldering them from the circuit board. This allows the old batteries to be removed but leaves the tabs attached to the circuit board. You can then solder the tabs from the new batteries to the old existing tabs
