Security Policy is hinding screen saver tab.
Go to Start Menu
Click on "Run"
type: gpedit.msc
click OK
User configuration
- Administrative Templates
- Control Panel
- Display
Look at Hide Screen Saver tab
make sure it is set to disable.

Are you using Windos Vista?
(gpedit.msc) is not available in Windows Vista Home and Vista Home Premium.

I tried it, but it tells me windows can not find gpedit.msc
so i can't get to this?
No, is windows xp. home edition
