error, my computer cannot access some programs and it works very slow and get always hung.

You probably have some virus and/or malware infections. Clean up your system:

Restart computer into Safe-Mode with Networking (press F5 or F8 repeatedly whilst booting)
Run an online virus scan here
Download, install & update Malwarebytes
Run a full scan & reboot if/when asked.
Clean up your system by installing and running Ccleaner

If you still have problems after cleaning up your system post back which programs you are having trouble accessing.
