Hi, yes this is a rogue security program.
Here is a link to a site that can provide written as well as video help along with a removal tool.
http://www.removevirus.org/remove-security-tool-latest-rouge-client-400
In the future you need to get a quality anti-virus/malware program.
Thanks for using Fixya.
Step (1) Ctrl+Alt+Del and click manager. There is a tab at the top of this task
manager page - look under processes, CPU and memory usage should show a flux in activity. Open a web page to activate this Security Tool simulated program and watch the processes increase CPU and MEMORY. Write down this running process name that spikes, so you know what to look for.. There may be other processes running so Wait for the computer to completely finished loading. That should tell you the infection your looking for. Once you see the name of the program - end it and try again to see if it returns.. Do not restart your computer! Now that name that you found can be removed from the registry and fix your issue/s. Start > Run > (type) regedit: Ctrl F to start a Find (search) Type the name that spiked! You can delete this entry/s. Make sure you hit F3 key to continue your search till it tells you nothing found. Respond back to let me know if this worked for ya!
