Hi, here are the instructions for setting the time on a 43-3825, which is a very similar model. They should work for your machine too.
1. Press and hold TIME SET/CHECK/>> until you hear it beep twice.
2. Press ANNC/DAY/<< and the machine will say a day. Keep pressing that button until you hear the correct day.
3. Press REC and the machine will say the hour. Keep pressing it until you hear the right hour.
4. Press >= (the play/pause button) until you hear the right minute.
5. Once you've gotten the correct day and time, press TIME SET/CHECK/>> to save it.
While you're doing this, you can't let the machine sit idle for more than 5 seconds at a time, otherwise it will exit the time setup and you'll have to start over again. Good luck!
The "CL" means that the time needs to be set.. So just set the clock on your answer machine.

I was just waiting for the voice commands after preswsing "set time" When I pressed set time It just said "answer the time" it should have said set time by looking at the LCD screen while pressing the left / right buttons. The screen shows you the hours & minutes change. I solved the problem myself. Thanks, George
I went to the southwesten bell freedom phone site on the web.
Found answering machines. My old machine was not listed, so I found instructions for a later machine.
The method for setting time was similar. I tried it and it worked fine.
Your high prices prompted me to be less lazy.
You need to select the "set" button after each entry when setting the machine up so it will save your selection. (Day of the week then set, hour then set, minutes then set, year then set).
One thing Radio Shack's answering
machine [model number 43-3829], is NOT, is intuitive. But I guess you
know that already. ;-)
To set the date and time, perform
each of the steps below in quick succession, otherwise the machine will drop
you out of the process and you’ll have to start over.You have about five seconds between each step,
so try and make a mad dash for the finish line (Steps 4.-5.).
Setting Date and Time on Your Answering Machine: (To set Day…) 1.Turn the answering machine on and hold down the TIME
SET/CHECK/>> button until it beeps twice.
2.Press ANNC/DAY/<< repeatedly until the correct
day displays / is indicated.
(To set Hour…) 3.Press REC repeatedly until you reach/hear the correct
hour.
(To set Minutes…) 4.Press >|| (PLAY) repeatedly until you hear the
correct minute(s).
(To Review/Confirm...) 5.Press TIME SET/CHECK/>> once.The machine will play the time and day you
entered.
Note:
To exit/cancel
the time- and date-setting mode, press ON/OFF/STOP
once.

Press the >>/Time Set button for about 2 seconds. The system will announce "Monday" press the >>/Time Set again to choose the correct day. Press <</Time Check to change to hours. Select the correct hours by pressing the >>/Time Set, then press the <</Time check to change to minutes. I can't get the mail box 2 to operate either.
