Solution #1 is correct. If your regulator is / was good, then you would most likely have a leak in a line or fitting - and the regulator has properly restricted or stopped gas flow as it's designed to do for obvious safety.
However a very common leak is the main plastic tank coupling which renders the whole regulator and hose assembly useless.
Quick fix, go to Wal-Mart and buy a $20 replacement regulator which comes pre-fitted with hoses and couplings. Get the dual or single hose depending on whether you have a side-burner or not.
Voila! Your good to go a few more years.
This is a problem with the regulator. It is not allowing enough pressure to maintain the burners when all are lit on hi. You can get these regulators at most major retailers or directly from th emanufacturer.

I have a Brinkmann Grill and 2 of the burners are working fine but the third one was shooting the flame out the front of the burner but not all the way around.
Normal flame in the center burnner but if i tun on the other burnners the flame reduces with low heat. Unable to cook.
sideburner works but main grill has no adjustment on burners - turn knob on , get a whoosh and then hardly any gas flow
