I cant tune to frequency

I cant tune to frequency for example 98.0. It only tunes in uneven numbers for ex 97.9 & 98.1.. How do I get the radio tuned to these frequencies?

GO to the setup menu and configure your region.
To enter the setup menu, push and hold the volume knob while the stereo is off.
