Sounds like one of the heads are damaged or something is not put together correctly causing it to jam. Watch the video below to make sure that you have the heads in correctly.
If you have everything in correctly and it stll jams, one of the heads is likely damaged. You can remove them individually and turn the blade clockwise inside the comb with your fingers. Each should turn freely. If any will not turn, you will need to replace them. You will find replacements for 7300 series shavers at shaveroutlet.com. See link below
Apparently you need to change the heads within two weeks after the red LED first starts to flash, otherwise the memory chip inside needs resetting. This also poses a further question. How does the unit know the heads have been changed or not ?
