Hi,
You can do things to recover your files.
1. You can physically disconnect the hardrive from your computer and connect it to a wrking system and copy all your files to the other system and then reformat your system
2. You can parallel reinstall the windows operating system. follow the following link

After the reinstall is complete , you need to search for your files , using the search option in windows.

PS. The best option is the first option ...risk of data loss in the second procedure is more.
