The frame rate is normally controlled by the resources on your computer
Your bandwidth or Internet connection
The amount of memory on your computer
The host server
The size of the image you are broadcasting
My own situation was improved by uprating from dialup to broadband - increasing my Virtual Memory to 3000 MB and broadcasting a smaller image (In Yahoo)
Using a webcam designed for a 2.0 USB port in a 1.1 USB port will also deter performance
