Check the brush roll first, if it is ok, then probably your motor has gone bad and will have to be replaced.

it might have something stuck, check all the entrance suction sections, also give it little shake

Hello. The height of the wheels Will stay in the highest position until you release the handle release lever. At that time the adjustment will happen. I hope this helps. let me know.

The next thing that you need to do is replace the belt. Even if it's not cracked or worn, many times it's too loose, and it won't turn to rotor efficiently.

Believe it or not, just replacing the belt may be all that you need to do!

Bissell won't start
no reset (self resetting motor) Pull the plu,g leave it off for a day, plug it in a try it again tomorrow. If it doesn't work, the motor is gone

You also need to make sur ethat you get the vacuum back together correctly, some vacums put a swithc in there so that you can't hurt yourself while performing this repair

I have changed the belt, but....
Most likely needs a roller assembly. The roller assembly (older machines called this the beater bar) is made of plastic and doesn 't hold up well. It will freeze up and then the belt will start to burn. On mine, the belt continually comes off. Replacing the belt is only a temporary solution. Very poorly designed unit.
