We have mx 860 and there is no pdf option for scanning to. how do we get that option?

If from the MX860 you have proceeded through the scan menu and selected your computer, and you don't see PDF as an option, you will need to re-install your PDF software onto your computer. This will most likely solve the problem. If this does not work, you may want to try cycling of your PC and the Printer. If this does not work, you should also re-install or update the MX860 software.

Can i send a fax without ink?

my fax machine is a Canon mx860. it would not let me do ANYTHING without a black ink cartridge, even tho all the color cartridges were full (black can be made without a black ink cartridge, it just waste your color ink a lot.)

Since it was an emergency i scanned the document to fax from my desktop as a .jpg file, sent it to my laptop containing a modem, and faxed it from my laptop with windows 7's "fax and scan wizard". I know its not a fix, but its an emergency work around.

Why can"t I scan from

Many printers simply don't support the scan function when they are wireless.
Check your manual.
You may simply need to hook it up USB to scan.

Canon MX860 Scan to PDF 10 times bigger than source PDF file

My suggestion would be to check your scanning software and change the quality of the scan. If it is a document - you really don't need a quality above 200 - maybe even lower if it's available. I would guess your scanning software is defaulting to a much higher quality.
