The Phillips 32FD9954 is an "HD Ready" display. It requires the optional FTR9964 "E-Box" to access the advanced features like PIP and off the air tuning. Unfortunately, the E-Box is NTSC (analog) and would require an additional converter box to receive today's over-the-air digital broadcasts.
The 32FD9954 has copious inputs, so possible tuner solutions include a satellite receiver, digital cable box or a VCR with composite or S-Video outputs. There are VGA and DVI inputs, so hooking it up to a computer with a tuner card is also an option. The computer hookup would allow you to stream video from the Internet. NetFlix is cheaper than cable!
As far as I can tell your TV is just a monitor. You would have to buy a separate tuner. I had the same problem with mine and found it was cheaper just to use an old VCR. I hooked up the coax wire up to the VCR and hooked the VCR to my TV with composite cables and changed my channel through the VCR. That will only work now if you're using cable because of the switch to digital. If you're using an antenna you will need a digital tuner.
