There are some re4sons why the Folder Option is not available in windows...
1. it must have been disabled by the user(admin)...
- if this is the case then you could try editing your registry...
(back-up yoyr registry first)...
-Click on Start and Run and type regedit in RUN dialog box and click on OK.
-Go to the following key:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\E xplorer
-On the right pane check for a DWORD value named NoFolderOptions. If it is there, change the value to zero or delete it.
-Go to Tools -> Folder Option and you are done. The Folder Option should be there.
2. it was disabled by a virus...
-try to update your anti-virus and perform a full system scan...

May be you are only using the USER account so folder options are not available... there are full administrative right to use folder option so have a check with this...
in case you are administrator then also it s not available means this may be due to virus attack some system files have became unstable .... so try reinstalling operating system ...
and in further dont forget to use updated antivirus......

That's a very strange problem...
I guess I would first remove all the USB devices with Safe Remove, then go into Device Manager, and update or reinstall the drivers. You could also delete the USB drivers, reboot, and let Windows rediscover them.
But I wonder if you're running an archiving program somewhere along the way which takes a directory and builds an "SFX" or self extracting file. Essentially, it compresses a folder, then creates an exe which uncompresses it. Does that sound familiar? If the USB device is not installed, do you still have these exe files? That would point to this kind of problem.
When you insert the device, windows should beep, and tell you a new device was found. Then on My Computer, it should appear (may take a minute or so). Then you should doubleclick to open the device.
If you're doing something other than that, or you have installed some kind of data compression program, your problem might be related to those actions.
If that doesn't help, please post additional information about messages you're getting.
