Power problem?

Question

Lights on mother board light up, fans start up when turn on, have to push reset button to get hard drive to spin up, cd burner wont open, mouse flashes on and off, and windows starts to open for a bit then blank screen saying no signal. Had ps tested at best buy and they said it is good. Hmmmmmmmmmmmm...

My thought would be motherboard if the PSU has been tested. Prime candidate would be the capacitors.

If you take a look at the caps on the board, if any of them are bulging and/or leaking then we have a winner. Caps can be replaced but you do need some skill with a soldering iron!
