I had this problem with a Sweex webcam, because the drivers wouldn't install properly using the official installer. I got Windows (Windows XP) to install the files instead:
1. Uninstall any official software that came with the webcam
2. Plug the webcam in, and when the New Hardware Wizard pops up, tell it that you'll use Windows Update. However, on the next screen, tell it to browse in a specific location (advanced users).
3. Browse to the folder where the files are located. Choose the one for Windows XP, assuming that's what you're using.
4. Let it search, and if you need to confirm the certification, do that. Now the webcam should work - fingers crossed!
