Do i need the flow controller

I have an ec50 with a 1.5hp pump thats says it puts out 70gpm. my neighbor has the same set up but my system has a small plastic flow controller and his doesn't. even hayward can't tell me which is the right configuration, mine or my neighbors. the reason i am asking is that every year i need to replace the check valve because the weigh comes off of it and i am wondering if this has something to do with the issue. the other thing i can tell you is my neighbors filter runs at 15psi and mine runs at 10psi. i assume when you constrict the gpm you increase the velocity of the water entering the filter in front of the check valve.
