I keep getting this when trying to download a free trial of Publisher 2007 onto my XP with Office 2003
Office 2003 and 2007 are not 100% compatible.
There were a lot of changes to office 2007 most of them were not very well received by the public.
It may be looking for and office 2003 cab file (like a zip file).
Either that or if you are trying to RUN the program direct from a download then you may want to SAVE it somewhere and then run it from a local hard drive.
