The belts are in the clutch. You will need to disassemble the clutch to replace the belts. It's easier to replace the entire clutch. First remove the brushroll, then remove three screws and the cover over the clutch assembly, remove the belt around the motor shaft to pull the clutch from the nozzle housing. It is wise to replace brushroll if it's worn or frayed. I have a tool available to make putting the brush roll back in easier. I also have belts, clutch, brushrolls and filters available if needed.

There are a number of reasons why your brush roller has stopped moving. General maintenance to your vacuum is crucial and will help it work at peak performance.

First things first lets focus on the brush roller. Unplug the vacuum and turn it on its side. Look for any noticeable clumps of debris or hair strands that may be caught in the brush roller. Remove these obstructions, probably best to do so with a scissor if it's hair or long pieces of carpet fibers. After removing the debris try manually rotating the brush roller to uncover other hidden clogs. Another thing to take note of is the condition of the bristles on the roll itself. Are they loose or worn down? These are signs that your brush roller is in need of replacing.

While checking out your brush roll you might as well take a look at your vacuums belt. Your belt should be replaced about every three months. After regular usage, the belt will stretch out, lessening the tension on the brush roller. Lesser tension diminishes the brush roller's turn rate and speed. If the belt feels loose then it certainly is affecting your vacuums suction as well as your brush roll not moving at all.

Make sure the knob on the side of the main floor nozzle is engaged. This is a common problem. Check the brushroll belt for tension. Put your palm on the brushroll as it is spinning. You should not be able to stop it. If you can stop it the belt is stretched and worn out.
The belt is attached to the clutch assembly which must be removed. There are 3 torx screws that have to be removed to gain access to the clutch assembly. Two are visible and one is hidden. I would leave this to professor to remove. It does take some prying to remove without breaking the plastic that surrounds it. The clutch assembly can be taken apart (again professional) and the belts replaced. Or install a new clutch assembly if the previous one is making a loud noise when running (engaged).
New belts take a bit of stretching to attach to the motor axle and the brushroll.

Start by replacing the belt if it's over six months old. There is a clutch assembly that may have some wear. The clutch rubber pad assembly may be worn if the machine is old or has not been serviced.

As far as I am aware, the clutch mechanism cannot be dismantled, and even if it can, I dont know of anywhere to get individual components.
DC07 clutches are avaible on eBay reasonably cheaply, so best fit a new one.

After reading a ton of forums I thought I needed to replace the clutch assembly. My Dyson was making a horrible noise when in "carpet" mode. Got a new clutch on eBay for a great price. Somewhat hard to replace, but thanks to the YouTube video, I was able to get it in.

HOWEVER this did not resolve the issue. I realized the beater bar was not spinning or was slipping. I thought I cleaned it all out but realized you need to take the beater bar out and pop the end cap out and clean the INSIDE of the beater bar. I additionally sprayed WD40 in there.

It spins great now and in the end I think that's all I had to do was clean out the cat hair build up inside the beater bar. But now I have a new clutch & belts too. Hopefully won't have issues anytime soon.
