What is a tiny little black bugs, smaller than lice are very fast running.  On counters and can get on my arms.What are they and how to get rid of them?

How big are they..... Tiny is not quite good enough....
And what else is on the Counter?????
Maybe they came from some Fruit or Vegetable you have there............
