I assume yo have WinXP.
Go into control panel>Regional & Language... Change your location to whatever you want it to be. Keyboard assigned symbols are supposed to change accordingly. But the keyboard printing remains the same so you need an "overlay" for your country.
You can also customize it to some degree also. Play around with it and have some fun.
If you are using any word processing files, try looking for symbols under "insert" and you will find the pound sterling symbol in there.
