It's a fail safe to save other board inside your set from stray voltage. The error LED code says your PSB Power Supply board has some blown capacitors on it. First try a hard reset by unplugging the set for 4-6 hours. If that doesn't work you need to remove the pack panel and look for the Blown caps on the PSB. Caps should be completely flat (X) top view. Not puffed or bulged. Radio shack harbor freight for a soldering kit with flux and some new thru-hole caps about 2v above your current cap rating. Get them too big and you risk them exploding and they are hard to seat.

I have recently solved the same problem with my panasonic that was just 2years 2months old. I took off the back of the tv and brush off the dust as there was too much dust clogging the vents and fans at the back. The tv is now as good as new. Hope your luck is as good as mine. by the way i was having 11 blinks as well.

Either a bad power supply or a bad processor board.
A Good Service Shop should know what the 10 blinks are indicating.
May be a repair cost between $200 and 400 dollars.

10 blinks on this set is not a power supply fault but rather an A-board fault(Main A/V board). Hence replacing power supply would not do the trick. I suggest you return the board and get an A-board for +50$ and I am confident that it will resolve your problem.
