I have a 4-pack of cookie sheets. The surface of the sheets is blistering an small metallic bits are coming off on the cookies and other foods being baked. Today large pieces of the surface came off and the food had to be tossed. What gives????

I am guessing they were non-stick pans and you sprayed them before using them. This can damage the non-stick surface making it bubble and chip off. If that is not the case, then you may have used a corrosive cleaner on it.
