You need to remove the prime plug and fill it with water. If it does not fill there is a leak in the llines going to the foot valve or the foot valve is leaking.

You should have a check valve installed on the incoming water line ( suction line) of the pump. This should keep the water from leavin the pump. if you still need to prime then there is a leak on the incoming line from the ground to the pump and you will need to have a well company come out and install a new line.
