The plastic safety interlock tab is located inside the bin front center if it is bent or broken it will not engage

I personally work with Fellowes brand shredders, but it sounds like you have a paper feed sensor issue. This may be a mechanical or electronic sensor located in the center of the paper feed slot. If it is electronic it may just need cleaning(qtip dipped in rubbing alchohol. If it is a mechanical sensor check to make sure it has not been broken or it may be stuck because of paper that has become wedged behind it(you may need to jiggle the switch a few times to free it). If none of this works you may have a burned out switch or a bad pc
board, contact manufacturer for more info.

On this model, make sure the hopper is all the way in. If it is, remove paper hopper and check to make sure the hopper is not broken. There is an electromagnetic switch in the front and the hopper has a magnet built in to it. run a stick magnet across the right underside and front to see if it extinguishes the light. If not, then the board is bad.

Simple cleaning may solve this. Use some compressed air first on the sensors that are located just below the opening on top and in the center. Then also may be two sensors underneith the cutter blades. Make sure the power in disconnected first. Then a cotton swab to gently wipe any residue from them.
