The condenser can only remove humidity if there is still humidity in the air. What's your Relative Humidity? A manual sling psychrometer is cheap enough to check it.

I would set them to the relative humidity I wanted in that area. You want to keep below 50% otherwise you will eventuially get mold growth.

On a dehumidifer, you set the relative humidity, not temperature. Normally the humidity should be set within 40 to 60 percent humidity.

If you're setting the humidity level on 70 % , that means you want to leave the relative humidity in the house at 70%. That's why the dehumidifier is cutting off. Your house is already at 70% humidity or higher. If you want to remove humidity, set the level lower. If your trying to make it cooler in the house or remove a lot of moisture, set it a 35 to 45%.

You should check if the compressor is running. Your description makes it appear that the fan may be running and the compressor may not be running.

There are many things that can cause a compressor to cease running:

Open defrost thermostat
Bad run capacitor
Low refrigerant charge (caused by refrigerant leak)
Bad compressor relay
Bad compressor overload
Bad compressor motor

Other things to check:

If the fan switch is set to "on" and the humidity control is set to a high humidity level, the unit may appear to be running, but the compressor will not operate. Check the setting of your humidity control.

If the dehumidifier is operating in a room with a high temperature and a low dew point (very low relative humidity), it may be unable to remove any more moisture from the air.

The black cylinder is the compressor. It sounds like your unit is cycling the compressor for some reason. 3. Press the up arrow to set how many hours until you want the machine to turn ON. If you have pressed the button for more hours than you wanted then press the down arrow to lower the number of hours.
4. After you have stopped pressing the arrow buttons the display will return to the original display showing temperature and relative humidity.
5. After the above steps are completed the dehumidifier will turn ON in the number of hours that you have set (programmed).

1. Make sure the dehumidifier is plugged in and running. You should hear the fan blowing for sure.
2. Press the button with the clock symbol below it.

Maybe there is no water in the air. Is your machine set to ON or is it set to some % setting? If set to ON - move the setting to relative humidity setting. You want 50% or more for comfort, usually not more than 75% in my experience.

It is winter where I am located - not much water in the air where I am - it may be the same where you are.
