The monitor is going bad. The capacitors that drive the screen are getting weak. It is too expensive to fix, you'll need a new monitor.

mzsouthpole9, Yes, this sounds exactly like a SWITCH-MODE-POWER-SUPPLY problem, and/or INVERTER circuit problem. I have lucked out and repaired 3 lcd/fpd monitors with very similar/same complaint. Now here is what you are dealing with. Have you seen the new energy saving 'curlie-Q' screw-in Compact-Fluorescent light bulbs? Your lcd monitor needs white light to light-up all the pretty colors in the LCD panel. You are lucky. The SMPS in your unit is at least for now, supplying voltage to the digital processor board in your monitor. That's y u see an image on the screen. Because your Cold-Cathode-Fluorescent tubes (2ea) are not lighting-up, you now see what you see. this most likely is a SMPS failing to source voltage to the Inverter circuit which takes 12-20v dc and changes it to 800-1500v ac to light the thin, straight, horizontal (left to right) CCF TUBES. Here are your options as a consumer. Call viewsonic, see if they have a swapout program. You send them your's+$50-$90, and they send you a refurbished same model in return. Or try to find local TV/Monitor repair shop that knows forwards and backwards everything about CCF tubes and SMPS/INVERTER repair. Last thing is try to repair it yourself. I have an older 20" display. I have had this same problem on occasion, and coincidentally, just experienced it again this morning. It seems to occur after I do an OS update. I powered down the computer, disconnected the display, reconnected by pushing firmly into place, then powered up. The flashing stopped and the display works fine. You might have a different problem, but that simple solution worked for me.

The problem can be caused by 1 of 2 things either your power supply is going out or the backlight bulbs are going out. The most likely cause is the power supply. If you are willing to do a little soldering you should be able to do the repair. If you go to our web site at: www.ccl-la.com/badcaps.htm We have a section on monitor repair. Look under the Samsung 930B it is the same as your monitor.

Usually this is a problem with the backlight, or inverter. Most of the time the inverter is the problem which is a pretty cheap fix. If its the backlight, then you will have to replace the lcd, which is much more expensive.
Normally this is caused by the power inverter for the lcd
.
It is a small circuit board right below the lcd, that powers the
backlight. If you take off the front bezel of the laptop you should be
able to see it, it will have a 2 wire power cord coming out the one
end, and another plug in on the other end with several wires.
Check ebay for a replacment but make sure you get an identical model as the one you have, as they are very specific to each laptop. The inverter will have the part number written on it.
