Google support my nexus keeps showing 7 colored bubbles and the start screen and wont turn on

Is this after serveral power-off and power-on attempts?

If so, you may need to reset it to factory defaults by entering "recovery mode".

Google "nexus 7 recovery mode" and follow the options within. All data on your nexus 7 will be lost.
