Peer to peer problems

I have two Garmin Rino 120s. The main use for them is to help me train dogs in tracking. I want to be able to send a person out to lay a track, then send that track to the other rino. So that the K9 handler can make sure the dog is on the track the 1st person laid. Right now the issue is that one rino doesn't display the flag icon meaning it is able to send/receive peer to peer. As far as I can tell all the settings are the same on both. Is it just because of poor satellite signal? What can I do to fix it? Also once they are both able to transmit to one another what is the best way to follow a track laid by another rino? Thanks for any help.

There are time limits on how frequently you can send the gps coordinates.
