There are 8 gears, but when I took it out for a spin, I could only shift to gear 6. I cannot shift to gear 7&8,
Here's how to repair a broken shifter toe peg on a motorcycle. The shifter toe peg on my Buell Cyclone was broken off almost completely flush with the shift lever, and the factory used thread locker when they installed it, so the only way to get it out was with an easy out bolt extractor, which is a special drill bit. First I drill a good-sized hole in the middle of the shifter peg bolt, Thia is the most important step. I made sure the hole was in the center of the bolt so I didn't damage the threads on the gear shift lever. Then I put the easy out in the drill, set it to reverse, and it pulled the old broken bolt out. Then I cleaned out the threads in the shift lever and installed the new shifter toe peg using thread locker. Buell recommends using red Loctite. On my Harley Davidson FXR I installed a new shifter toe peg without using thread lock, and it unscrewed itself and fell of after a few weeks of riding. You definitely want to use some type of thread locker. There are no torque specs for putting the new motorcycle shifter toe peg on. Buell just says tighten it until snug. If you have ever crashed your motorcycle, than you've had to deal with this problem from the crash damage. I hope this video helps get you back on the road.

Being highly mechanical, this is a job for a trained Bike Mechanic. Get him to show you how to do it and you will be self-sufficient in the future.
It sounds like the gear cable is rusty or bent (requiring replacement) or needs lube. The upshifts occur solely from spring tension in the rear derailleur. Too much resistance in the cable housing and it won't happen reliably. A little maintenance will go a long way.
The 2 small screws are for the high and low limit of the derailleur to keep the mechanism out of the spokes or the chain from being positioned outside the smallest gear. They have nothing to do with individual gear selections.

If the cable is rusty or otherwise binding it won't let the derailleur fall toward the smaller sprockets when the control is moved. Likewise, it may not even let you move the control in the direction that pulls the cable (bigger rings).

You have to look if when you act on the shifting level it get hard to move or it is free, if free, probably the cable is broken.
Also check if the cable is not too loose, try to follow the cable track and move the level and see if the cable move with that, in that way probably can find where the cable is stuck or broken/loose.
